Aktau stream of Baku Summer Energy School 2023
The second week of the Baku Summer Energy School continued in Aktau, Kazakhstan, for the first time in the history of the program.
Mr. Nurlan Nogaev, Governor of the Mangystau Region of the Republic of Kazakhstan and Former Minister of Energy of the Republic of Kazakhstan, along with Nargiz Ismayilova, Head of IDD's Executive Education delivered their welcoming remarks to all the participants, highlighting the significance of this gathering for the region.
The program featured a session titled "Energy Developments in Kazakhstan," which analyzed Kazakhstan’s energy resources, including alternative energy potential, transportation routes of the country as well as geopolitical approach to Kazakhstan and Azerbaijan.
Several notable speakers presented various topics related to energy and resource governance. Dr. Rinat Iskakov, Science and R&D Executive at Atyrau Oil and Gas University, presented on the challenges and opportunities of geological expansions for the petroleum industry in Kazakhstan.
Prof. Michael Reynolds, Associate Professor of Near Eastern Studies and Co-Director of the Program in History and Practice of Diplomacy, Princeton University, and Prof. Damjan Krnjević Mišković, Director for Policy Research and Analysis of the Institute for Development and Diplomacy at ADA University, presented on a holistic geopolitical and geo-economic approach to the TransCaspian region.
Later, Dr. Abzal Narymbetov, Founder of Energy Analytics, talked about Kazakhstan's alternative energy export routes strategy.
Erbolat Mendybaev, Head of the Transportation and Logistics Department, Oil Transportation Department of NC "KazMunayGas" JSC, delivered a speech on transportation routes of Kazakhstan oil.
Serik Akhmetov, General Director of Port Kuryk, Berik Bisaliev, Commercial Director of NMSC Kazmortransflot, and Talgat Nagumanov, Leading Specialist of the Transport Logistics Department of JSC NC "Aktau Commercial Sea Port," provided insights into the transport and logistical potential of the Mangystau region.
Dr. Brenda Shaffer, Professor at the US Naval Postgraduate School, addressed the topics of geopolitics of energy, geopolitics of Caspian energy, and energy as a Political Weapon during her presentations in Aktau.
Mr. Jahangir Arasli, a Senior Fellow at IDD and a Former Adviser on International Issues in the Ministry of Defense of the Republic of Azerbaijan, elaborated on security threats, risks and challenges to energy infrastructure in the Caspian Sea.
Ambassador Steven Mann, Former Senior Counselor for International Affairs at ExxonMobil and Former US Coordinator and Principal Deputy Assistant Secretary of State, delivered a presentation on "Energy Diplomacy and the Role of the US in the Realization of the Baku-Tbilisi-Ceyhan (BTC) Pipeline," and "Regional Energy from Geopolitical and Business Perspectives."
Mr. John Roberts, Energy Security Specialist at Methinks and Senior Fellow at the Atlantic Council, addressed the audience on the topic of Caspian’s potential to resolve the paradox on climate change and need for fossil fuels.
